Mobilizing tactical forces


Description

Widening the base of local participation in decision-making, through recruitment and training. The effect is to set in action those self-conscious forces that prepare and sustain the local citizenry in decision-making.

Context

An integral part of formulating collective opinion by enabling the individual to use the comprehensive data and consensus methodology which will involve him in decision-making processes.

Implementation

Tactics include: troop recruitment to enlist the catalytic agents who will engage all local citizens to participate in creating the consensus; training sessions to give emerging leadership both the confidence and methods for sustaining them in their task; communal development to rehearse the common story in order to hold men before their task; nurturing activities to enable each man to be held responsible for his assigned task and ritualize his significance; and delineated tasks to create a comprehensive assignment rationale which engages each man in catalytic activity. An example is the organization of a cooperative community preschool in which a small group of mothers recruit other members of the community. To ensure each mother's participation in the project, training sessions are instituted.
