Tactics include: determined need to pull together the local information and local voices interested and involved in the planning process; developed price to locate local participation in the equalizing of distribution costs; planned budgets to catalyze intentional local spending; implementation structures intended to unify all the methods used in the planning itself into a common model; and staffing design to organize local labour and management toward more corporate management. An example of this would be that if each local community would put into the global structure its needs for grain for distribution, the global structure would have to create a structure to see that enough grain is produced, as well as and a system for the distribution of these grains to local communities for their distribution structures. If the global economic structure failed to meet these demands, the local community would hold the global structure accountable for their work.
