A number of developed and developing countries count among their population important groups of indigenous and tribal peoples. In general these people have not been able to benefit to the same extent as other groups from development and training measures. Their living standards are often well below the average for the country as a whole.
The governments of a number of countries have adopted training programmes in order to reduce the inequalities experienced by indigenous peoples. ILO is concerned to provide guidance on the extension of training to such groups.
