This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends developing and expanding regional and global scientific and technological information networks which are based on and linked to national scientific and technological databases. It also recommends processing national data in unified formats and systems and allowing full and open access to the depository libraries of regional scientific and technological information networks. It further recommends promoting submission of national scientific and technological information and databases to global or regional data centres and network systems.
