Agenda 21 recommends reviewing how national scientific and technological activities could be more responsive to sustainable development needs as part of an overall effort to strengthen national research and development systems, including through strengthening and widening the membership of national scientific and technological advisory councils, organizations and committees.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
