This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends that states, individually or through bilateral and multilateral cooperation and with the support, as appropriate, of international organizations whether subregional, regional or global, should develop and implement comprehensive programmes, particularly in developing countries, for a broad and coherent approach to meeting their core human resource needs in the marine sciences.
