Description

Interchanging basic military information between conflicting forces in an effort to diminish the likelihood of accidental war.

Implementation

At the 35-nation Conference on European Security and Disarmament in January, 1985, NATO proposed that NATO and the Warsaw Pact should annually exchange information on their military command organizations.

Claim

  1. NATO argues that better exchanges of information on command headquarters locations, compositions of ground formations and land-based air forces could substantially reduce the risk of war by accident or miscalculation.

Counter claim

  1. The Warsaw Pact argues that information exchanges often provide license for espionage.
