International and national non-governmental organisations are increasingly involved in social development programmes in developing countries. These programmes aim to define and empower concepts of civil society at the local level. What constitutes appropriate social development may vary with each unique situation, thus requiring social development planners to encorporate systems of ongoing evaluation, assessment and research, to constantly check the relevance and appropriateness of the social values they expound.
