It is a concentrated and time-limited endeavour which efficiently utilizes or develops suitable technologies as essential tools to attain specified targets, while covering associated social, economic and ecological aspects. It carries with it a sense of urgency requiring missionary zeal and the expeditious mobilization and optimization of resources. These can be facilitated through an interactive participatory management approach.
