Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends: developing and implementing a work plan for the establishment of a globally harmonized hazard classification system (the plan would include a description of the tasks to be completed, deadline for completion and assignment of tasks to the participants in the coordinating group); evaluating and, if appropriate, undertaking studies of existing hazard classification and information systems to establish general principles for a globally harmonized system; elaborating the system.
