Ensuring developing countries have trained personnel capable of using advanced technology


Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends that training programmes should be developed, within the context of specific projects, to meet regional or national needs for comprehensively trained personnel capable of using advanced technology, so as to reduce the "brain drain" from developing to developed countries.
