This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. In the case of privately owned technology, Agenda 21 recommends provision of financial resources to acquire environmentally sound technology so as to enable developing countries in particular to implement measures to promote sustainable development that would entail a special or abnormal burden to them.
