This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends developing a strategy for shifting to a capacity- and capability-building thrust that recognizes the need for the operational integration of environment and development with longer-term commitments, having as a basis the set of national programmes established by each country, through a participatory process.
