UNESCO endeavours to remedy consequences of existing imbalances in the field of communication. Among users, emphasis is on the development of critical awareness and the capacity of individuals and communities to react to any kind of information received. The intent is to maximize the benefits of media use, especially among young people, as a source of information and a component in the learning process in the modern world. Emphasis is also placed on the contribution that the media can make to economic, social and cultural development and to the struggle against intolerance and all forms of discrimination.
