Agenda 21 indicates that international cooperation will be required for training in all areas and at all levels, particularly in developing countries. That training will have to include technical training of those involved in data collection, assessment and transformation, as well as assistance to decision makers concerning how to use such information.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
