Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends: evaluating existing capacity and capability, including technical, technological and institutional capacities and capabilities, and facilities to assess the environmental impact of development projects; evaluating ability to respond to and link up with the requirements for technical cooperation of Agenda 21 and of the global conventions on climate change and biological diversity, including that related to technology transfer and know-how.
