This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends the carrying out of research into past experience of social and economic aspects of post-disaster reconstruction and the adoption of effective strategies and guidelines for post-disaster reconstruction, with particular focus on development-focused strategies in the allocation of scarce reconstruction resources, and on the opportunities which post-disaster reconstruction provides to introduce sustainable settlement patterns.
