The desire of many small communities to revitalize their town is hampered by images of past greatness. This prevents them from searching for alternatives which could provide the same services in more appropriate forms – so that, despite declining population, basic goods and services could be made available to those residents who do remain. These would include shopping and health care facilities for older people, adult education courses and other community institutions.
