There is a basic inconsistency in planning for training and placement of skilled workers. The criteria for placement of people in training programmes are biased – for the advantaged classes, in terms of personal preference and individual ability; for the disadvantaged, in terms of immediate needs and geographic location. The latter results in the lower classes seeing little significance in their social roles because of little participation in creating those roles. On account of enormous and ever increasing populations, there is keen competition for placement even among skilled workers and planning schemes for training and placement do not take into account demographic realities. Local needs, resources and talents are not taken into account when locating local development units.
