Corporations, governmental agencies and university faculties which determine the new arenas of technological innovation in which to expend their human and financial resources, operate from a self-perpetuating attitude. Because of inadequate sources of information, the absence of a global policy on innovation, fear of scarcity of resources, and determination to succeed whatever the implications for other sectors, decisions are often channelled in directions harmful to the welfare of society as a whole.
