Nature

Police authorities may have sufficient independence to oppose, if only passively, the implementation of new government policies.

Incidence

In preparation for a new Labour Government in the UK, the police authorities considered policies of non-cooperation. This could include: pre-emption (by adopting an alternative policy that is acceptable to a wide body of opinion), lobbying, compromise, or even deliberately not responding in the hope that the constraints of office or expediency would prevent implementation of government policy.
