Nuclear irresponsibility

Given the mounting threat of nuclear terrorism and the spread of nuclear weapons and technology to more nations throughout the world, the superpower's refusals to compromise on issues that could lead to nuclear weapon control or elimination is a gross example of nuclear (and world) irresponsibility.
