The USA have secretly funded Pol Pot and his Khmer Rouge from the beginning of 1980s.

Claim

A significant proportion of all aid by donor countries is military aid, much of it given to governments with repressive records. In general, repressive governments tend to receive more aid than non-repressive governments. Furthermore, industrialized countries have proved unable or unwilling to enforce export controls on technology of military value, even to states whose military ambitions they claim to oppose.
