Insufficient technological information

The effects of polluted water, the practices needed to keep trees producing, the knowledge of what foods to cultivate, and the full services offered to villages by the government may be unknown. This limited access to information severely restricts community initiative, and it remains cut off and unable to take advantage of generally available information, thus perpetuating antiquated methodologies.
