  1. In an era when the news media influence perceptions to a high degree, governments feel an obligation to demonstrate a high-minded commitment in response to problems. Yet at the level of effective diplomacy, backed by a threat of credible action, a vastly different approach prevails: ineffectual bluster together with dissembling inaction, unless the military odds are overwhelming and the perceived national interest is absolute.
