Nature

Lack of initiation and regular use of corporate planning methods and effective implementation structures prevents community issues from being resolved. Although the corporate needs of a community may be known by its residents, the infrequency of community meetings may lead them to understand such needs only in terms of an individual effort to improve the situation as it exists. There are few opportunities for group decision, and community action on public projects remains unscheduled.
