Although India has the third largest pool of skilled scientific personnel in the world and the capability of space and nuclear power high technology, it is proving immensely difficult to organize critical national projects. These include potable drinking water for the majority of people, a telephone and telecommunications system, immunization of children from basic diseases, oil plant production and literacy. The country's rich capability in scientific research is in no way matched by the ability to organize and utilize its resources.
