Inadequate international participation by countries

Nature

Small or impoverished countries cannot afford to maintain a full range of foreign-based diplomatic services. Furthermore, domestic officials are hard pressed to find time for collecting and analysing regional and international political, economic and other vital data. Consequently, either by omitting to have national representatives abroad or by the inability to utilize documentation and communications from governments and organizations, many developing countries are an insufficient presence at international conferences, and miss bilateral and multilateral assistance opportunities.
