Roadblocks may be set up by para-military, guerrilla and other groups as a means of exercising an unauthorized toll on traffic. Payment is extorted under the threat of death.

Incidence

Tend to occur in countries where the central government does not exercise effective control over isolated roads (enabling banditry to survive) or where isolated military forces are not effectively controlled.
