  1. The needs of society as expressed by what the consumer feels he or she wants may bear no relationship to the resources available. The disparity arises between the conflicting demands of producers, consumers and society as a whole, with no overall plan as to what materials are put into the distribution process; so that materials lie dormant for lack of creative industrial planning, and waste products fail to be recycled because only economic factors are taken into consideration.
