Claim

It is in fact the weakest who are the victims of dehumanizing living conditions, degrading for conscience and harmful for the family institution. The promiscuity of working people's housing makes a minimum of intimacy impossible; young couples waiting in vain for a decent dwelling at a price they can afford are demoralized and their union can thereby even be endangered; youth escape from a home which is too confined and seek in the streets compensations and companionships which cannot be supervised. It is the grave duty of those responsible to strive to control this process and to give it direction. (Papal Writings, 14 May 1971).
