During relief operations in war-torn areas controlled by warlords, humanitarian organizations are obliged to compromise their principles and hire bandits for their own protection and to defend vital relief supplies.

Incidence

The International Committee of the Red Cross, which was in contact with all local warlords in Liberia in 1996, was repeatedly accused of assisting its adversaries.
