The present system of special grants forces the recipient into crisis situations before help is given, degrades him and puts him under the domination of the giver. An example of this malfunction is seen in the present welfare system in which the recipient must reduce himself to pauperism before help is granted. In the past, the above system was limitedly useful because of the parochial and limited scale of its activity. However, in the present urbanized, globally interdependent society, the system is increasingly inoperable.
