Incidence
In Italy in the investigation initiated in 1992 into widespread corruption was inhibited by parliamentary immunity which protected most of the people who ran the corrupt system from arrest and thorough investigation. Some 120 members of parliament were finally being investigated in 1993, after changes to the law, including the leaderships of all the ruling parties.
