Description

1. Goal-oriented activity in organizations always include efforts to bring together the resources required to execute plans in conformity with objectives. For any organization as a whole, resource mobilization is a crucial part of its relation with its general environment. For any unit within an organization, it is a crucial part of its relation with other units.

2. Techniques of mobilizing financial, physical and human resources include: taxation, money creation, borrowing, sales or purchase of goods or services, contributions, lease or rental of property, commandeering, drafting, expropriation, and rationing. Such techniques may be employed legally or illegally; with or without physical or moral pressure; and on the basis of a simple appeal or backed by powerful propaganda campaigns. At a high level of abstraction, the strategy and tactics of resource mobilization are no different from those used in any form of social combat.
