The mind-influencing process by which the ability to manipulate political abstractions becomes increasingly widely distributed throughout the polity. With the development of an extensive multi-million person political community fundamental changes necessarily take place in the making and executing of political decisions and in the coordinating of activities of a geographically scattered electorate. New techniques of communication and control are developed amongst political party elite possessing specialized skills.
